Hold Ⅰ+Ⅱ+ RUN + SELECT when powering on the system and wait until "START" appears on the title screen, then press ↑ 8 times. This will display a debug menu with a stage select, a sound test, and toggles for health, lives and money.
This menu is the same in both the PC Engine and TurboGrafx-16 versions.
